Invisible Judge

Anyone who has circled a block in Ružinov looking for a place to park has probably noticed the same thing: the reserved spot right by the entrance, marked with the blue wheelchair symbol, taken by a car with no disability permit in sight. For residents who actually need that space — who cannot walk the extra hundred meters, who rely on that proximity to get in and out of their car safely — it's not a minor inconvenience. It's the difference between managing their day and not.
At Cogitans, we set out to fix that problem with a tool that never gets tired, never looks away, and never lets a car slide by unchecked: artificial intelligence.
The problem hiding in plain sight
Disabled parking spaces exist because distance and accessibility genuinely matter for people with mobility impairments. But enforcement has always been a numbers game. A city can post as many signs as it wants; without someone physically checking every car, every day, misuse simply doesn't get caught. Traffic wardens can't be everywhere at once, complaints take time to process, and by the time anyone responds, the offending car is usually long gone.
The result is a quiet, everyday unfairness that disproportionately affects the people who can least afford it.
What we built
Working with the Ružinov district, Cogitans developed and has now fully deployed an AI-based monitoring system across the district's disabled parking spaces. Cameras positioned at each monitored spot use computer vision to check for one specific thing: is a valid disability parking card visibly displayed in the vehicle?
The system doesn't guess and it doesn't profile. It looks for the presence and validity of the permit itself — the same card a traffic warden would check by eye, just verified automatically and continuously, spot by spot, all day, every day.
When a vehicle parks in a reserved space without a visible, valid card, the system flags it. That flag is what allows the district to follow up quickly and consistently, instead of relying on chance encounters or resident complaints.
Why this matters beyond Ružinov
This isn't about punishing people — it's about making a rule that already exists actually mean something. A disabled parking permit only protects the person who needs it if the space is genuinely available when they arrive. Consistent, automated monitoring turns disabled parking from a rule that's occasionally enforced into one that's reliably respected.
It also means the district can act on facts rather than assumptions. Every flag is based on an objective check — a valid card, or not — rather than a passerby's guess about who "looks" like they need the space, which is exactly the kind of judgment call that too often gets it wrong.
What's next
Ružinov is now the first district where this system runs at full scale, and we're already looking at how the same approach could extend to other parts of Bratislava. Technology alone doesn't create fairness, but pointed at the right problem, it can quietly do the thing that's hardest to scale in any city: pay attention, everywhere, all the time.
That's the whole idea behind the invisible judge — not a judgment on people, but a steady, impartial check that makes sure a space reserved for the people who need it is actually there when they need it.
